Signing of the Memorandum of Understanding and Cooperation between CARGC and CESDRR.
On 19 February 2026, a meeting was held between the heads of the Central Asian Regional Glaciological Centre as a category 2 centre under the auspices of UNESCO (CARGC), Takir Balykbayev, and the Center for Emergency Situations and Disaster Risk Reduction (CESDRR), Dzhergalbek Ukashev.

During the meeting, Mr. Ukashev presented the key areas of CESDRR’s activities and provided an overview of its ongoing projects and initiatives.
In turn, director of CARGC Takir Balykbayev introduced the Centre’s activities and future plans, highlighting its role in studying the cryosphere in the mountainous regions of Central Asia in the context of regional water and food security.

At the conclusion of the meeting, a Memorandum of Understanding and Cooperation was signed between the Central Asian Regional Glaciological Centre under the auspices of UNESCO and the Center for Emergency Situations and Disaster Risk Reduction.

Within the framework of the Memorandum, the following main areas of cooperation were identified:
- joint monitoring and scientific research of glaciers and other cryosphere components;
- exchange of glaciological, hydrometeorological, and geospatial data and information;
- scientific, technical, and expert cooperation, including joint assessments and consultations;
- capacity building and professional training through workshops, seminars, and internships;
- implementation of joint regional and international projects and programmes;
- organization of joint scientific and public awareness events.
The signing of the Memorandum represents an important step toward strengthening long-term scientific and practical cooperation between the two centers.
