History
Central Asian Regional Glaciological Centre as a category 2 under the auspices of UNESCO, was created on the basis of the laboratory of glaciology of JSC "Institute of Geography and Water Security" in accordance with the law of the Republic of Kazakhstan on the ratification of the Agreement between UNESCO and the Government of Kazakhstan, signed on March 1, 2017 in Astana by the President of the Republic of Kazakhstan N.A. Nazarbayev.
Stages of establishment:
1. The recommendation to establish a Centre in Kazakhstan was proposed by the participants of the Regional Workshop “Assessment of Snow-Ice and Water Resources in Asia” (Almaty, Kazakhstan, November 28-30, 2006) with the participation of scientists from Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Russia, Germany, Switzerland, Nepal, China, Japan, Canada, USA and India.
2. As a follow-up to this recommendation, the Government of Kazakhstan in early 2008 applied to the UNESCO with a proposal to create a Centre in Almaty on the basis of the laboratory of glaciology of the Institute of Geography of the Ministry of Education and Science of the Republic of Kazakhstan and three high-mountain research stations of the Institute which are located near Almaty on the northern slope of Ile Alatau. The Government of Kazakhstan held relevant consultations with the countries of the region.
3. In March 2008, this proposal of the Government of the Republic of Kazakhstan was supported by the Secretariat of Intergovernmental Hydrological Programme (IHP) of the UNESCO, and in June 2008 - by the Intergovernmental Council for the named UNESCO Program, and than the relevant documents were submitted for the final decision of the UNESCO General Assembly.
4. On May 29, 2012 in Astana was made Agreement between the Government of the Republic of Kazakhstan and the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the establishment in the Republic of Kazakhstan of the Central Asian Regional Glaciological Centre (category 2) under the auspices of UNESCO.
5. Law of the Republic of Kazakhstan dated March 1, 2017 No. 50-VI ЗРК. On the ratification of the Agreement between the Government of the Republic of Kazakhstan and the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the establishment in the Republic of Kazakhstan of the Central Asian Regional Glaciological Centre (category 2) under the auspices of UNESCO.
6. State registration of LLP "Central Asian Regional Glaciological Center (category 2) under the auspices of UNESCO" - May 28, 2020.
7. Decree of the Government of the Republic of Kazakhstan No. 76 of 18.02.2021 "On amendments and additions to some decisions of the Government of the Republic of Kazakhstan" on financing the Central Asian Regional Glaciological Centre (category 2) under the auspices of UNESCO in accordance with international agreements.
8. Resolution of the Government of the Republic of Kazakhstan No. 76 of 31 December 2024 “On the approval of the list of goods, works, and services procured in accordance with the international treaties of the Republic of Kazakhstan,” concerning the financing of the Central Asian Regional Glaciological Centre (Category 2) under the auspices of UNESCO in accordance with international agreements.
9. On 13 June 2025, in Paris, a Memorandum of Understanding was signed between UNESCO and the Central Asian Regional Glaciological Centre on the renewal of the activities of the Central Asian Regional Glaciological Centre in Kazakhstan as a Category 2 Centre under the auspices of UNESCO
10. On 19 June 2025, an Agreement was signed between the Government of the Republic of Kazakhstan and the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the renewal of the status of the Central Asian Regional Glaciological Centre in Kazakhstan as a Category 2 Centre under the auspices of UNESCO for a period of eight years.
11. On 30 December 2025, the Law of the Republic of Kazakhstan “On the Ratification of the Agreement between the Government of the Republic of Kazakhstan and the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the renewal of the status of the Central Asian Regional Glaciological Centre in Kazakhstan as a Category 2 Centre under the auspices of UNESCO” was signed.
